2. go to Properties, Security, Login/Permissions/Accounting, User Permissions, 
3. Edit User Permission Roles. 
4.For non logged in users, edit the non-authenticated user service and tools access.
5. Set access to Standard access, Restrict access to all Services and Tools OR Restrict access to everything, OR set a custom access where access to tools is Not Allowed. 
6. Go to the device LUI, Login as administrator
7. Set the device as non-networked.
