PROCEDURE: 1. Open Web UI and login as SA 
2. Navigate to  Properties->Login/Permission/Accounting -> User Permissions -> Touch and Web User Interfaces Edit -> Select Locally on the Device (Internal Database) and select Save button
3. Go to LUI and login with a local Device User entry and confirm Authorizations.
