Preconditions and Setup
1.Make sure the "Prohibit User ID from reuse" duration is other than 0
2.Make sure the "Prohibit User ID from reuse"  list will be empty
3.Register 1000 User ID's in Device User database

PROCEDURE: 1.Delete 1000 User ID's form Device User database
2.Try to register an User with same ID which are recently deleted from device user database (1000th User ID)

OUTPUT: 1.Totally there will be 1000 user id's in prohibit User ID list
2.Device will not allowed to add any Users with Same ID's which are recently deleted from device until the prohibit User ID duration is expired
3.1000th User ID can't be reused until the prohibit User ID duration is expired
