 Palazzo Support: Staple Bin is in Bin 1 while Offset is in Standard Bin, since staple has the highest priority, it will only staple without offset.
 Please refer to Palazzo POR document Page Chapt 13.3.3.1.
 Please log ITR if ever OFFSET will exit on Staple Bin.
